Many Member States have faced difficulties in absorbing the Structural and Cohesion Funds from the EU budget, especially during the early post-accession years. This report therefore focuses on the problems, their cause and the best practices gained during the 2007-2013 programming period, with a view to learning from this in the future when implementing EU cohesion policy. I agree with the proposals set out in the European Parliament’s resolution, particularly as regards strengthening the proportionality between the volume of support and control requirements, adopting clear and definitive rules and guidance for the Member States, and establishing a cooperation programme among the Member States with the aim of exchanging best practices."@en1
