Mr President, ladies and gentlemen, the exponential rise in the number of natural disasters in recent decades has resulted in the deaths of tens of thousands of people in various parts of the world.
Last year, in the Committee on Development, I followed the work on the report on the European Union’s disaster response capacity, which revealed just how much still needed to be done to guarantee a coordinated EU response in view of the increase in earthquakes, floods and tsunamis. The EU’s response to the earthquake in Haiti, for example, clearly illustrated the complexity of the existing instruments and procedures.
Even though the Member States and EU institutions acted promptly in terms of sending humanitarian aid, the management of the crisis raised a series of issues regarding efficiency, coordination and transparency. That is why I voted in favour of Ms Gardini’s report, which calls for greater efficiency in all stages of disaster management, better coordination among all actors and simplification aimed at avoiding pointless overlaps and wasted time, which impede the rapid and effective provision of help."@en1
