"Throughout Europe there are people who live in the streets in deplorable conditions, exposed to the elements and to the cruelty of the societies in which we live. The term ‘homeless’ is a euphemistic substitute for other, cruder terms, like ‘beggar’ or ‘vagrant’, as people falling into similar states of destitution used to be called. Rather than designing grand European strategies to put an end to this scourge, I believe that global thinking needs to be linked in with local action. In order for this to happen, there is nothing more effective than the social solidarity institutions already active on the ground, which really know the actual people living in these situations, not just the statistics, and which can identify the best ways for these people to move towards a better life. Without abandoning its programmes, research and measures on this issue, the European Union should aim to always act through the institutions already active on the ground."@en1
