"The right to access documents of the European Parliament, the Council and the Commission is laid down in Article 15 of the Treaty on the Functioning of the European Union. The European Transparency Initiative, the adoption of a parliamentary resolution in April 2006 and the adoption of the Aarhus Convention (concerning access to documents containing information on environmental matters) have all obliged the Commission to table an amendment to the current regulation on the subject, so as to extend its scope to other EU bodies. In my view, access for citizens to the work of the EU institutions and bodies is not a side issue. It is fundamental to the Union’s democratic legitimacy. I therefore supported this report, which expands on the Commission’s initial proposals."@en1
