"I supported Eva Lichtenberger’s report on monitoring the application of European Union law. Without proper transposition, EU law clearly cannot operate effectively. Yet in 2009, nearly 3 000 complaints and cases of infringement were recorded, and Member States were late in transposing directives in over half of all instances. I am also concerned by the high number of infringements in the areas of recognition of professional qualifications, services and public procurement. Having said this, I am not one of the people who continuously accuse Member States of acting in bad faith in this area. Instead, I see in these poor results a need to spell out the legal framework that applies in these fields more clearly, in order to help national authorities understand the framework and the implementation process. I would like to take this opportunity to remind people of the importance of the SOLVIT network and of the benefits of initiatives such as the ‘EU Pilot’ project and the ‘Your Europe’ web portal, which provide practical information on applying EU law in the single market."@en1
