"I voted for this report as the regulation on energy market integrity and transparency is a key tool for achieving the internal energy market by 2014. It will create a framework which defines consistent regulations, adapted to the specific requirements of the energy markets and designed to identify and discourage market abuse.
We need to bear in mind that the market abuses which occur in one particular Member State are not confined to it, but can have repercussions across the whole EU. We must not forget either that the basic purpose of the European energy market is to offer consumers lower prices by stimulating competition.
The regulation gives national authorities the leading role when it comes to the investigation procedures in the case of suspected abuses. I think that Member States must grant them the powers required to investigate market abuses and establish suitable regulations on the penalties which can be applied.
Last but not least, I maintain that the Agency for Cooperation of Energy Regulators (ACER) must play a key role in preventing market abuses and manipulation, which push up prices for consumers. The national regulatory authorities must accept communication and cooperation with ACER because this is the only way that the Agency will be able to fulfil the role that it has been assigned."@en1
