"The European Globalisation Adjustment Fund was set up to provide additional help for workers who have felt the impact of the major structural changes that the world economy has undergone. Under point 28 of the Interinstitutional Agreement of 17 May 2006 on budgetary discipline and sound financial management and Article 12 of Regulation (EC) No 1927/2006, the Fund cannot exceed a maximum of EUR 500 million. The sum in question can only be included in the budget as a provisional appropriation if there are sufficient reserves and/or decommitments. If a positive decision is taken, the Commission submits a proposal to the budgetary authority to mobilise the funds together with an application to transfer the funds. A trialogue may also be opened on the use of the funds requested. On 22 June 2011, the Commission adopted a new draft resolution on mobilising the EGF. The sum in question is EUR 610 000, and covers technical assistance for the Commission.
The sum is allocated to cover the costs of activities such as monitoring, information, creating a knowledge base, administrative and technical support,he exchange of best practice among Member States, and assessment. The European Parliament, the Council and the Commission, in a joint announcement adopted within the framework of an arbitration decision of 17 July 2008 confirmed that with due consideration of the Interinstitutional Agreement, the fast-track procedure for deciding on the mobilisation of the fund should be used."@en1
