"I voted in favour of the report by Ms Ford on the safety of offshore oil and gas activities because it is one of the first positions that Parliament has adopted with regard to the communication of the Commission following the Gulf of Mexico disaster in April 2010. The legal framework in force provides a strong basis for ensuring human and environmental safety. However, the report states that there is still ample scope for developing an approach that will ensure a suitable level of environmental protection across Europe, thereby achieving the best possible level of safety and environmental protection standards in all areas of offshore activities in the oil and gas sector.
Personally, I find the focus on responsibility in the event of an environmental disaster to be particularly significant: the ‘polluter pays’ principle returns responsibility to the industry, even though the State is also called to exercise supervision to guarantee general safety and coordination of activities in the event of a disaster. Other than the industry and the State, the report refers to an ‘independent third party’ which, in this case, could be the European Maritime Safety Agency, whose already important role would be very much strengthened in the event of an incident."@en1
