lpv:translated text	"This report aims primarily to set out the framework for the medium- and long-term development of fisheries in the Black Sea region. In-depth analysis of the fisheries in the Black Sea demonstrates a need to find the most effective means of cooperation between all the countries in the region. The special nature of the Black Sea’s biodiversity also necessitates a common approach to managing this unique basin. This requires institutionalised cooperation among these countries on the preservation of fish stocks. Through this initiative, the measures set out in the EU’s common fisheries policy will be applied across the entire Black Sea basin. This argument is underpinned by scientific research showing that institutionalised cooperation is vital for the sustainable exploitation of living marine resources in the context of sustainable development. It is important to underline that the establishment of such an organisation will affirm the EU’s engagement in the region with regard to the sustainable development of fisheries, because it will have beneficial effects for all Black Sea states in the long run."@en1
