"As has become known, the agreement has been negotiated between consumers and producers to promote the expansion and diversification of international trade in tropical timber and to promote the sustainable management of tropical timber producing forests. The proposal for a Council decision on the signing, on behalf of the European Community, and provisional application of the International Tropical Timber Agreement, 2006 (ITTA, 2006) is a re-consultation on a procedure that had already been referred to Parliament in 2007. The Parliament adopted a resolution tabled by the Committee on International Trade that explains why Parliament chose not to adopt the draft report on the proposal for a Council decision on the conclusion of the ITTA. The EP was not given the right to give formal consent to this agreement. Therefore, in my opinion, the new referral is the result of Parliament’s insistence and is in line with the new rules of the Lisbon Treaty regarding giving consent to international agreements."@en1
