"I voted in favour of this report because with it, the European Parliament aims to oblige the Commission and the Member States to set up a secure regime for controlling the transit of dual-use items, establishing a reliable system for the collection, transmission and storage of notifications. It is crucial to tighten controls on the export of chemical and biological weapons, and to strengthen and tighten up the global issuing of arms export licences, in order to guarantee human security. The granting of authorisation for the export of dual-use items is decided on the basis of the international export control regime in countries divided into four main groups: the Australia Group, which endeavours to prevent the proliferation of chemical and biological weapons, the Nuclear Suppliers Group, which aims to reduce the proliferation of nuclear weapons and controls exports, the Missile Technology Control Regime, which aims to curb the spread of unmanned delivery systems for nuclear weapons and the Wassenaar Arrangement, focusing on the transparency of national export control regimes. All of the countries of the export control regimes endeavour to maintain good relations with each other, to cooperate and to guarantee security."@en1
