"Mr President, ladies and gentlemen, around half of all CO
emission-intensive industrial projects in developing countries have some form of export credit agency support. These projects usually present a high environmental and social risk.
Moreover, it is difficult, if not impossible, to assess the scale of this phenomenon, since the agencies themselves have no data or rules on transparency of information. This situation is completely at odds with our environmental policy. I wonder whether it would not be worth looking at the scale of this phenomenon in more depth.
Mandatory risk calculations are a first step. However, even clearer rules are needed in order to direct these forms of financial support towards the carbon reduction target that we have set ourselves."@en1
