"The report does indeed concern the need for the EU’s external policy position to change in situations where democratisation is neither objective nor coherent. I support the promotion of human rights and the report contains some positive features, such as the active application of the human rights provisions in international agreements, support for a broad and deep civil society and the promotion of transparency.
However, the report does not place sufficient emphasis on the responsibility of the EU as regards the extent of the implementation of human rights within the EU, and in particular of its own trade agreements which contain clauses on democracy and human rights and which too often are not applied on account of diplomatic and political choices by Member States. Furthermore, this report does not sufficiently recognise the principle of non-interference in the processes of democratic transition, and it focuses too much on funding and on the proliferation of additional tools and bodies, while the real issue is one of political will."@en1
