"Madam President, the vast majority of the French Members of the Group of the European People’s Party (Christian Democrats) opposed transnational lists. I do not want to repeat all the arguments, financial and otherwise, and the political issues. I believe that we now have all the institutions that we need to ‘build’ the European Union. Let us not fall into the trap of believing that haste means speed. I think that, with the election of a President of the Commission in 2014, we now have all the political resources we need to build the Union. I would like to warn this House that by moving too fast in order to constantly trumpet the Union’s achievements, but without consulting national parliaments or governments – on issues, such as Schengen or economic governance, on which we are unable to achieve a majority consensus – we are fostering anti-Union sentiment. Therefore, we need to be a little more patient. One day, we will have a federal Europe, but at present there is no political majority. Let us not infuriate our citizens with measures of this kind. It is clearly far too early. Let us aim for less haste and more speed."@en1
