lpv:translated text	"I am voting for this proposal founded on Article 77(2) of the Treaty on the Functioning of the European Union – issues relating to the borders – because it should be of benefit as a legislative act of the Union, not least by ensuring the safety of the border guards who are entitled to check travel documents at the external borders. I agree with the rapporteur that the proposed text would respect the Member States’ competence for the recognition of travel documents. In line with the Convention implementing the Schengen agreement, of 14 June 1985, Decisions SCH/Com-ex (98) 56 and SCH/Com-ex (99) 14 concern the compilation of a manual of travel documents enabling the crossing of external borders which may be endorsed with a visa. However, these decisions go back to the time of intergovernmental cooperation on Schengen and need to be adapted to the EU’s current institutional and legal framework."@en1
