"Mr President, as a subject of political debate, genetically modified food is still a relatively new problem. Seen in this way, one of the problems it poses for the European Union is of a legal nature, since effective, clear and correctly implemented regulations are essential to ensure the safety of consumers at the same time as observing the principles of the single European market. The results of Eurobarometer surveys carried out last year show that public acceptance of GMOs is low in all EU Member States, and yet governments want to take autonomous decisions to allow transgenic food to be cultivated on their territory. The fact that scientific research into such food is still in its infancy is a significant factor which radicalises opinions on the cultivation of organisms of this type.
Against this backdrop, the solutions proposed in the report we are debating together are a compromise and comply with the principle of subsidiarity. We should give Member States the opportunity to take account of their own unique situations, in particular at local and regional level. They should have the right to place a ban on the cultivation of GMOs in cases where this is justified by environmental and agricultural protection considerations. At the same time, the procedure for approving the cultivation of individual genetically modified organisms should remain within the jurisdiction of the European Food Safety Authority. In this connection, particular emphasis should be placed on research which forms a basis for the expert opinions necessary for decision making and risk management.
