lpv:translated text	"− This is one of two reports on the proposal for a directive on requirements for budgetary frameworks of the Member States. It constitutes one of the most serious attacks on their sovereignty, and this situation will be even worse for those in the euro area considered to have excessive deficits, which, in addition to continuous surveillance by the European Commission, could be subject to sanctions. This directive is part of the legislative package on so-called ‘economic governance’, which is made up of six legislative texts, and which is a veritable attack on social and labour rights. It is also part of the European Union’s crusade against national independence and sovereignty. The result of the negotiations is the final agreement between the three institutions – the European Parliament, the Council and the European Commission – and it will surely be confirmed by the Council of 24 June, despite the contradictions existing at EU level. The intended outcome is an unprecedented attack on the rights of the national parliaments and on the Constitution of the Portuguese Republic, whose members are governed by guidelines from the European Union on their countries’ budgets; these guidelines are increasingly neoliberal.
