"− I voted in favour of this directive because I believe it has succeeded in striking the right balance between rigour, which is a requirement in this area, and discretion, connected to the economic situation. We must not forget that our economic and monetary union has never been equalled in terms of its size, heterogeneity and level of development. There is no instruction manual on how to create the perfect monetary union, and nor can any absolute value be put on the knowledge acquired until now, since the socio-economic peculiarities of the euro area are liable to make any comparisons meaningless. Therefore – and the rapporteur has done very well in this respect – it must be emphasised that the Maastricht criteria, an excellent point of reference and suitable benchmark for establishing the credibility our currency needs, are not absolute values to be upheld everywhere, all of the time. There may be economic situations in which to deviate from those limits is a risk worth taking, provided that any additional debt finances a recovery that cannot be further delayed. I congratulate the rapporteur on the excellent work she has done, and in a short amount of time at that, and I hope that the political debate and the intellectual debate on these issues can be combined in order to guarantee the people of Europe the prosperity that monetary policy helps to create."@en1
