"The global economic and financial crisis has revealed and deepened the need for more intensive coordination and better economic governance in the economic and monetary union. The existing instruments and procedures for coordination and surveillance have enabled the EU to overcome a crisis which no Member State could have overcome alone. The European institutions and Member States are all striving to recover from the crisis. This experience, however, has revealed shortcomings and weak points in the current system of coordination and in existing surveillance processes. It is essential to strengthen the framework of the economic and monetary union with the aim of securing macroeconomic stability and the sustainability of public finances, which are a precondition for sustainable performance and growth in employment. The individual elements of coordination in the area of economic policy, including surveillance of structural reforms, must be integrated into the new surveillance cycle, the so-called European Semester, which unites the existing processes in the pact with the main aims of economic policies, ensuring that stabilisation and convergence programmes and national reform programmes are submitted concurrently."@en1
