"This Agreement concerns certain safety aspects of civil aviation, without getting into issues of creating a full Open Aviation Area between these two countries, which, according to the rapporteur, should be the subject of a separate recommendation. The main objective of the Agreement is to minimise the duplication of assessments, tests and controls, unless these reflect significant regulatory differences, and to enable both the EU and Canada to rely on each other’s certification systems.
This Agreement should generate savings for European and Canadian aviation companies thanks to shorter and simpler, and hence less costly, product-approval procedures and the mutual acceptance of certification findings. According to the rapporteur, the Agreement could also increase safety, as regulators and enforcement authorities are moving closer to cooperation in all matters of certification, inspections and enforcement, in order to ensure the highest level of safety for passengers and cargo flights."@en1
