"Madam President, the new Hungarian constitution limits the possibility of intervention by supervisory bodies such as the constitutional court, and increases the powers of the executive, thereby bringing into question the normal system of checks and balances.
Social rights have been negated, the state only providing subsidies to the needy if they agree to do community work. Finally, the right to self-defence has been sanctioned and weapons may be kept in the home even without a licence. The right to abortion has been banned and highly discriminatory laws against homosexuals have been introduced.
All of this goes against Directive 2000/78/EC, which establishes a general framework for the fight against discrimination. I therefore ask the Commissioner what action she intends to take, in view of the fact that the fundamental rights in the new Hungarian constitution are hardly compatible with those of the European Union and the Charter of Fundamental Rights of the European Union."@en1
