"Madam President, South Sudan is a country which has voted for independence, and it will be the newest member of the United Nations. It is a country which has voted for independence but which is dependent in virtually all respects. It is dependent on its northern neighbour, and it is dependent on aid, whether from Europe or from surrounding African countries. It is a country in which the men have not learned to work. The men wait for a sign that a war is beginning, in order to take up arms and begin fighting each other. It is a country where only the women and children work, where children do not go to school and are therefore not educated. It is a country which has no workers, no teachers and no doctors. It is a country where everything has to be built from scratch, and it will therefore be very difficult and very demanding to build a proper political system here and to put the country on its feet. It is a difficult task, not just for Europe, but also for the UN."@en1
