"Parliament’s approval of the directive on the charging of heavy goods vehicles is a step forward in the protection of European citizens’ health, and a commitment to lessen the harmful effects of pollution caused by such vehicles. The ‘polluter pays’ principle has been introduced for the first time in this sector in order to encourage safer and more sustainable transport, and hence to promote alternatives such as rail transport. Under the compromise reached, however, due consideration must also be given to the protection of the haulage industry, which must not be penalised excessively. Member States must therefore strive to make more effective use of the revenues collected under the Eurovignette, for example, by investing in infrastructure improvements and encouraging the use of less polluting haulage vehicles, so as to ensure that the benefits of the directive are enjoyed by all the sectors involved."@en1
