"The revision of the Eurovignette Directive requires that heavy good vehicles circulating on European motorways be subject to the ‘polluter pays’ principle, allowing the Member States to include the cost of noise and air pollution in national tolls. This additional cost is likely to be between three or four cents per vehicle per kilometre. At a time when the European economy is weak and competitiveness is more vital than ever, this principle may serve to make freight transport even more expensive, especially for outlying countries, for which the price of transportation is added to the cost of the goods. These countries are not only forced to absorb the cost of fuel, but will now have to do the same with the additional costs of tolls, thereby losing competitiveness. Without trying to underestimate the environmental issue, this does not seem to me to be the time to burden European companies with another charge."@en1
