"Early childhood care and education are made available in different ways throughout the European Union, with different definitions of ‘quality’, which depend significantly on the cultural values of each country and region, and on their interpretation of ‘childhood’. Early childhood learning is the basis for successful lifelong learning, which is central to achieving the goals of the Europe 2020 strategy. I therefore voted in favour of the report on early childhood learning which sets out common EU objectives in pursuing the aims of the Barcelona European Council: specifically, that, by 2010, the provision of childcare should be ensured for at least 90% of children between three years old and the mandatory school age, and for 33% of children under the age of three. Like the rapporteur, I call for even more ambitious goals. This is a child-centred approach which recognises that the early childhood years are crucial to cognitive, sensory and physical development, as well as to emotional and personal development, and for language acquisition, and that they also constitute the basis for learning throughout life."@en1
