"I voted in favour of this report on the development of the common security and defence policy (CSDP) following the entry into force of the Treaty of Lisbon. The common security and defence policy is an integral part of the common foreign and security policy (CFSP). Both dimensions have been placed within the legally binding institutional framework of EU principles, namely, democracy, the rule of law, the universality and indivisibility of human rights and fundamental freedoms, respect for human dignity, the principles of equality and solidarity, and respect for the principles of the United Nations Charter and principles of international law, including the responsibility to protect. In addition, their objectives have been merged with the general objectives of EU external action.
On this matter, I support the rapporteur’s proposal to enhance cooperation with EU national parliaments in exercising democratic scrutiny over the CFSP and the CSDP, with the goal of mutually reinforcing their respective influence on the political choices made by the other European institutions and by the Member States, while fully respecting national parliaments’ defence policy prerogatives. Under the framework of EU values and principles, it is crucial that its CSDP be guided by a transparent and democratic process."@en1
