lpv:translated text	"Mr President, the focus of the EIB’s investments on convergence regions, SMEs and actions for combating climate change provides a response to the impact of the crisis in the hardest hit areas. Convergence regions enjoy considerable support from the EIB. The role of the loans for the structural programmes is to increase the level of absorption and make more effective use and increase the leverage function of European financial aid resources, especially in the areas faced with low access rates to funds. The joint initiatives from the EIB and Commission in support of convergence have sought to encourage SMEs to access funding, develop micro-credits with a view to economic growth and create jobs, as well as provide support for sustainable investments in urban areas. The financial instruments JESSICA, JEREMIE and JASPERS have provided real benefit. Thanks to their successful use, I support extending their scope and identifying innovative financial products in the future. I congratulate Mr Cutaş for the excellent report he presented."@en1
