"A Single Market that functions smoothly and is based on free and fair competition is the principal objective of EU economic reform. Currently, the internal market remains fragmented, and lingering administrative and regulatory obstacles are having a negative impact on all businesses, in particular, small and medium-sized enterprises, which are unable to fully benefit from all the advantages offered by the Single Market. The regulation of copyright licensing in the EU has not been resolved, which has a direct impact on counterfeiting and piracy. This leads to reduced business confidence in e-commerce and fuels the fragmentation of intellectual property protection rules, which stifles innovation in the Single Market. It is particularly important to properly address the issue of public procurement, which accounts for 17% of EU GDP. Hitherto, cross-border procurement has accounted for a small share of the whole public procurement market, because SMEs still have limited access to public procurement markets. Services are a crucial sector for economic growth and employment, but the Single Market for services is still underdeveloped, particularly due to gaps and difficulties encountered by the Member States with respect to the implementation of the Services Directive. I agree with the proposals made in the Commission communication ‘Towards a Single Market Act’, but I believe that in order to ensure the effective functioning of the Single Market, the Member States must improve the implementation of EU initiatives that have already been adopted, such as the Small Business Act, which would help address many of the administrative and regulatory problems that EU enterprises face today."@en1
