"All measures aimed at the development and integration of Member States are worthy of attention. There is no doubt that the current system of economic cooperation – the European Union Single Market – makes life easier for all citizens, among other things, by lifting trade barriers and enabling the free flow of people. However, new proposals need to be introduced successively to prevent stagnation occurring within the system. Let us consider whether political leadership would not be a good idea for revitalising the Single Market. The President of the Council of the European Union, working together with the President of the European Commission, would be authorised to coordinate and supervise this process of revitalisation while maintaining, however, the involvement of the Member States. Partnership as a factor in managing the Single Market should be based on dialogue with the parliaments of Member States, and also on cooperation with local and regional authorities. Working together would help in implementing directives properly and would produce the expected results."@en1
