"Foreign direct investment (FDI) is under exclusive EU competence, as set out in Articles 206 and 207 of the Treaty on the Functioning of the European Union. The bilateral investment treaties that have been concluded need to be managed, and the Union should establish a European policy for future investment that meets the expectations of investors and beneficiary countries. It is important to protect investors, but the Commission is called on to submit a clear definition of the investments that should be protected. Future agreements should be based on the best practice of the past, and they should also take account of the needs of small and medium-sized enterprises (SMEs)."@en1
