"It was in May 1999, following the entry into force of the Treaty of Amsterdam, that work on the creation of a common European asylum system (CEAS) started, on the basis of the principles approved by the Tampere European Council. There has been significant progress towards it. The proposal now being tabled of a fundamental revision and recasting of the Procedures Directive represents another step forward. In fact, the discrepancies still remaining between national provisions and in the way they are applied were totally incompatible with a CEAS, and are the reason for these amendments. The goal of the CEAS is for an applicant to enjoy a high standard of treatment that is equivalent throughout the Union, irrespective of the Member State in which they lodge an asylum request. To that end, I agree that there is a need to establish a robust European legal framework that enables the creation of an adequate and effective CEAS. I voted for this report because I think that only improving and harmonising the procedures and related guarantees will enable the construction of a common system."@en1
