"− This report is on the proposal for a decision of the European Parliament and of the Council on the application of certain rules to the obtaining of export credits by officially supported companies. In reality, the majority of Member States have export credit agencies (ECAs), which play an essential role in supporting European trade and business investment, totalling EUR 468 billion in 2004-2009. This support comes under the Agreement on Subsidies and Countervailing Measures (ASCM) – also called the Agreement – negotiated between the countries of the Organisation for Economic Cooperation and Development (OECD), and it is an example of a public finance instrument with European Union involvement. Given that these agencies essentially support environmentally harmful industrial activities, not least because of CO emissions, and that, according to the World Bank, they have an insignificant effect on poverty reduction, I agree with the rapporteur’s position that ECAs should contribute to EU policies and objectives, meaning there is no need for the OECD Agreement to be reviewed."@en1
