"Migration flows arising from instability are a challenge for the European Union. Wars and armed conflicts, ethnic tension, systematic violations of human rights – such as the refusal to allow people to practise their religious faith – natural disasters and the lack of proper economic and democratic structures are the main causes of this type of migration flow.
This phenomenon is particularly worrying because it may give rise to or exacerbate tensions, not only between countries of origin and countries of destination, but also between countries of origin and transit countries. In order to meet this challenge effectively, the European Union must implement a policy of prevention, employing the most appropriate foreign policy instruments with a view to addressing the causes of instability directly, so that emigration becomes an opportunity, not a desperate necessity.
A European policy on regulating migration should combine development cooperation measures with a more comprehensive political vision encompassing security, regional cooperation, bilateral agreements with countries of origin and transit countries, the safeguarding of human rights and democratisation."@en1
