"Mr President, it should always be up to each individual Member State to decide on its own energy mix. In light of that fact, it is also clearly the case that each individual Member State should cover the costs if it wants to phase out one of the elements of that mix. However, in Lithuania, Slovakia and Bulgaria, in particular, there were a number of nuclear power plants from the Soviet era that were a long way from meeting our safety requirements. It was therefore also necessary and sensible to support the decommissioning of these plants.
The problem is that the planning that was carried out there, or more accurately the lack of planning, quite simply must not be repeated. We can see that, by the end of 2013, we will have spent a total of EUR 3 billion, and we have still not managed to decommission the plants. That is a sign of poor planning. The Commission must produce a detailed analysis of the financial efficiency of the projects, because any future support must be conditional upon the countries being able to demonstrate that they have managed their current funds properly."@en1
