". I cannot endorse the Balzani report. The first reason is the call for the introduction of a type of EU tax. The second reason concerns the economic crisis and the painful interventions being undertaken by Member States. The EU, too, must make efforts to ensure that its budget does not continue to run out of control and that it carries out the necessary cuts. With this in mind, I advocate a dynamic approach to tackling the ever growing gap between annual appropriations and the amounts being paid out. Limiting appropriations would lead to payments and appropriations becoming more closely aligned. I realise that multiannual programmes which are coming to an end because of the 2007-2013 Multiannual Framework will entail an increase in payments. I propose in that regard that, where some increase in payments is inevitable, it is offset by significantly lower appropriations. This also applies to budget lines for which implementation is lagging behind. These measures provide a logical and persuasive step towards a more realistic budget in difficult economic times."@en1
