"Across Europe governments and public authorities are having to find ways to save money and show restraint. My own country, Scotland, was hit by a double whammy – a global recession exacerbated by misrule by governments in London, always willing to plunder Scotland’s resources but intent on denying the people of Scotland control over their own affairs. The Scottish government has therefore had to work extra hard to succeed in maintaining Scotland’s vital public services. In these economic circumstances it is wholly unrealistic for this house to call for a budgetary increase – Europe’s public services must have priority over the operations of the EU’s institutions."@en1
