I am voting for this report, as the European Council’s proposal to create a permanent stability mechanism would create an intergovernmental procedure beyond the EU’s scope, which would be a dangerous precedent. The European institutions, specifically the European Commission and Parliament, must be an integral part of this board with the Commission as a member, not an observer. Parliament is an important organisation for democratic monitoring, and the Council should consider the proposal made by the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament regarding a possible compromise on Parliament’s involvement in the mechanism’s operational components. As such, I would stress the report’s idea that ‘the mechanism must not give rise to a new model of European governance which falls short of the level of democratic standards achieved in the Union’. Moreover, the stability mechanism must be viewed as only a part of the framework of solutions for European economic governance, for example, the Commission should investigate the potential of a future system of Eurobonds."@en1
