"Mr President, the Icelandic volcano eruption, as well as the huge volumes of snow which fell last year, seriously disrupted European air traffic, with significant economic and social consequences. With the aim of avoiding such situations in the future, I would like to ask the Commission what main new regulations it has in mind for improving the legislative framework for the rights of passengers travelling by air. In spite of the Volcanic Ash Advisory Centres in London and Toulouse, which are part of an international network of nine such centres set up by the ICAO, and the specialist London centre producing volcanic ash cloud risk charts, we also need to improve the European infrastructure by introducing a system for measuring the concentration of volcanic ash clouds in real time. Regulation (EC) No 1070/2009 on improving the performance of the European aviation system requires Member States to take the necessary measures to guarantee implementation of the functional airspace blocks by 4 December 2012. I wish to ask the Commission whether the implementation of the Single European Sky will comply with the specified timetable. The European Union also needs to provide comodality and a system for booking and issuing tickets for European routes involving several modes of transport. The European Union requires a high-speed railway system which will link all of Europe’s capitals and cities."@en1
