"Mr President, the Prime Minister has told us that we should do whatever needs to be done to stabilise the euro but, in fact, this is only the minimum that is required to be done. The Liberal Group here sees it as only the first step in a series of measures which will lead eventually to the construction of a coherent, credible economic government. The key is clearly that the mechanism is crafted so that it can, in future, be fully incorporated into the Union system. It is important that the Commission is to be on the board of mechanism and, above all, that the rules for the operation of the mechanism, including the terms of the strict conditionality, are prescribed by a regulation proposed by the Commission and codecided by Parliament and the Council. This is the first substantial change to the Treaty of Maastricht on economic and monetary union. It is critical that we get it right. I trust Mr Brok and Mr Gualtieri to negotiate further on behalf of Parliament before 24 March."@en1
