Combating tax havens is one of the principal challenges set out in the Millennium Development Goals, as they weaken developing countries’ institutions and their political systems. Off-shore centres and tax havens facilitate an annual illicit capital flight of USD 1 trillion and this represents roughly ten times the amount of aid money going into developing countries for poverty alleviation and economic development.
