"Developing countries are facing difficulties establishing tax systems (the establishment, collection and administration of taxes). Combating tax havens is one of the principal challenges set out in the Millennium Development Goals, as they weaken developing countries’ institutions and their political systems. Off-shore centres and tax havens facilitate an annual illicit capital flight of USD 1 trillion and this represents roughly ten times the amount of aid money going into developing countries for poverty alleviation and economic development. I agree with the proposals made in the report that when allocating financial assistance, donors should support developing countries’ efforts to improve tax governance and ensure that aid is used transparently and responsibly."@en1
