". The General Fisheries Commission for the Mediterranean (GFCM) has been adopting recommendations at its annual sessions. The aim of this proposal for a regulation is simply to transpose some of the recommendations adopted into a single EU legislative instrument, to which future recommendations may also be added. The content of the recommendations adopted by the GFCM and the obligations pertaining thereto are frequently entirely or partially covered by EU legislation adopted previously, with only the aspects that differ needing to be transposed. The regulation voted on will apply to all commercial fishing and aquaculture activities carried out by EU fishing boats and by nationals of Member States within the GFCM area. It does not apply to fishing operations carried out exclusively for the purposes of scientific research that take place with the authorisation and under the authority of a Member State. In this case, just the European Commission and the Member States in whose waters the activity is being carried out need to be informed beforehand. I believe that the Commission’s proposal could run counter to Parliament’s powers with regard to the matter in question, in particular, Article 28, which needs to be replaced so that both the effective participation of this Chamber in future amendments to the regulation and respect for its prerogatives are ensured."@en1
