"Unemployment is a major problem and a difficult one to solve. It puts a drain on public finances. On the expenditure side, amounts paid as benefits and other social allowances go up, increasing the cost of various kinds of programme for combating unemployment and for encouraging a return to work. On the income side there is no production and no tax is collected. The number of unemployed people in the Union has reached over 23 million, which means that in the last year half a million people have lost their jobs. Every effort should be made to achieve the target set in EU2020 of raising the level of employment among people in the 20-64 age bracket to 75%. Let us remember that unemployment is highest among citizens under 25 – over 20%."@en1
