"Madam President, I would like to thank Mr Gahler for an excellent initiative and an excellent report. I think it is well-balanced and takes into consideration those who want to exploit natural resources as well as those who are seriously concerned about the impact on the climate.
I believe that the best form of protection for the Arctic would be a global climate agreement, but in the meantime, we must draw up more short-term solutions in order to limit the warming of the Arctic. I would like to see the European Parliament acknowledge that emissions of carbon black are contributing, to a large extent, to the warming of the Arctic. I would therefore like to call on the Commission to make the necessary amendments to the directive on national emission ceilings for certain pollutants to also include carbon black emissions."@en1
