"According to the United Nations, 20-40% of world timber production is the result of illegal logging. What is more, each year, deforestation increases by 13 million hectares and causes an estimated 20% of global CO
emissions. The Voluntary Partnership Agreements that Parliament has just adopted will help combat the trade in illegally harvested timber by improving the traceability of timber harvested in the Republic of Congo and in Cameroon thanks to independent audit procedures and good forest governance policies. More generally, these agreements recall the responsibilities incumbent on the European Union when it negotiates trade agreements. The European Commission must conduct a consistent trade policy and must ensure that trade agreements do not lead to large-scale deforestation so as to satisfy the demands for free trade in timber or biofuel production. That is why Parliament insists that the European Commission present a regular report on the implementation of these agreements."@en1
