"The report adopted today is based on the extensive consultations that the rapporteur has been engaged in over the past six months on the situation in Afghanistan and its relations with the international community, in an attempt to explain why so little has been achieved in Afghanistan in spite of the huge amounts of money and effort expended over the past nine years. The gap between hope and reality in Afghanistan has become more striking than ever, and a new EU strategy in that country should thus start from this premise. The report focuses exclusively on four areas where targeted action could bring about real changes: international aid, the implications of the recently launched peace process, the impact of police training, and the elimination of opium cultivation."@en1
