".
uildings are responsible for about 40% of energy consumption and about 36% of greenhouse gas emissions in the European Union. Energy-efficient buildings should be a priority of the next revision of the energy efficiency action plan. Today, 30% of existing homes in Europe are unhealthy and have high energy bills. It is therefore important not only to promote new sustanaible buildings but also to renovate existing buildings sustainably. That is why the Member States must immediately launch a programme of deep renovations in the existing building stock to achieve a nearly zero level energy consumption in the built environment by 2050. There is also a link between energy efficiency and energy poverty. We are therefore calling on the Commission to prepare a new energy efficiency action plan action to take account of the needs of vulnerable consumers."@en1
