"The strategy presented and approved in Lisbon entails a gradual transfer of control over the area, region by region, from ISAF responsibility to Afghan armed forces. Its success depends on what action Pakistan will take, which is part of the problem and will also, inevitably, be part of the solution. Moreover, I do not believe that we can ignore the increasingly obvious involvement of Iran in Afghanistan. The recent events linked to this involvement are a cause for disquiet.
I believe that this strategy must go hand in hand with larger, more high-profile civilian projects, which will support the development of these regions where poverty is ubiquitous and the presence of ISAF and US forces has not brought about any fundamental changes. After our withdrawal, we cannot leave behind us the same problems which resulted in the Taliban’s rise to power during the last decade. I hope that this new strategy will work and enable Afghanistan to regain peace and stability."@en1
