"Madam President, the Lisbon Summit outlined a new perspective on the Alliance’s security strategy. In practical terms, three major objectives were achieved: the new strategic concept was adopted, a new approach to Afghanistan was devised, not to mention the fact that new impetus was given to relations with the Russian Federation.
I think that the most important outcome was the integration of the anti-missile shield into the new strategic concept. Romania has advocated the establishment of the shield since the Bucharest Summit in 2008. This indicates that my country had a suitable vision and will make a significant contribution to implementing the defence system. At the same time, Romania has supported the open-door policy, aimed especially at strengthening NATO relations with Georgia and Ukraine.
I also welcome the fact that NATO reaffirmed the Black Sea region’s strategic importance, given the security risks that are predominant in this area. They concern in particular the unresolved conflicts in Transnistria and Georgia. In this respect, I feel that the Alliance must maintain a united front in the announcements made to Russia. The Russian Federation must demonstrate by deeds its statements of good intentions as it has a firm responsibility to the eastern border of Romania and NATO. I must stress that, as a result of the political declaration that has been adopted, NATO has assumed its commitment to the territorial integrity of the Republic of Moldova and Georgia."@en1
