"Mrs Ashton, how do you feel when governments like the French and Portuguese turn back demonstrations when there are visits by Chinese dignitaries to their capitals so that they are not seen by the dignitaries when they visit these countries? Wasn’t the idea of having a High Representative so that Europe could speak with one voice on human rights abroad, for example in China? Do you not think that this is speaking with more than one voice?
Out of curiosity, why do you always sit next to the Council? What is the philosophy or constitutional theory behind this choice? A third question: I would like our European diplomats to see human rights as a daily priority, not a second, third or fourth priority, but the first priority. What will you do to ensure that some of our diplomats think about human rights as a full-time job, every day? Would it not be good to have, as several colleagues here have already suggested, a directorate permanently dedicated to this?"@en1
