The reconstruction process aside, however, how many other tragedies will there have to be before we finally have a Community approach to preventing natural disasters? Natural and man-made disasters are becoming more and more frequent, which is why we must ensure that national measures are more effective and better coordinated, and that European measures are more flexible. I also want to point out that since 2006, we have had a report by Mr Barnier on establishing a rapid reaction force for responding to natural disasters: what is stopping us from adopting it?
